When a vessel causes damage to protected natural resources, such as seagrasses, coral reefs, sponges, and other marine environments, fines are issued to the vessel by state and federal agencies. It is not unusual for these fines to be in excess of $100,000. For example, in the Florida Keys National Marine Sanctuary a grounded vessel can be charged up to $100,000 per day. Because of the severity of these fines they often go unpaid, thus creating an environmental lien on the vessel. If the fees go unpaid, the state or federal agency can seize the vessel at any time.
